Production Support (additional COVID-19 measure)

Under the second support package for the cultural and creative sector the additional costs of productions whose realisation has been supported by the Fund can largely be absorbed and the working conditions on the film set can be implemented to optimum effect under supervision and within the scope of the COVID-19 Protocol for the AV Sector.

Depending on the production and the phase it has reached, the additional (pre-/post-) production costs will vary enormously. The Fund will therefore assess each production to see to what extent an additional Fund contribution can be made within available resources. The Fund will also take account of the extent and complexity of the production and – if applicable – the degree to which it is being internationally co-produced.

Who can apply

Applications for production support can be submitted by a Dutch production company of a majority Dutch film production, high-end series or minority co-production, whose realisation is supported by the Film Fund, and which - faced with the effects of COVID-19 - resumes or starts production within the scope of the COVID-19 Protocol for the AV sector.

Contribution

The additional realisation contribution is part of the total grant given by the Netherlands Film Fund and is therefore subject to the conditions and obligations attached to it. The contribution is dependent on the project, its complexity and production phase and the financial resources of the Fund as well, and is aimed exclusively at demonstrable additional costs within the scope of the COVID-19 Protocol for the AV sector.

For minority co-productions the coverage of additional costs is aimed exclusively at Dutch production spending.

In the case of productions for which the Fund is not the main financier, the contribution to the additional costs will be in proportion to its financing share.

Primary Conditions

The Production Support Measure is a temporary measure. Applications can be made until 1 July 2021. The following conditions apply:

  1. The application for an additional realisation contribution must be made promptly in writing to the relevant department of the Fund, but no sooner than six weeks before the start of the shooting period.
  2. The additional costs must be set out clearly in the form of an additional statement of spending, with the addition of columns in which the costs are set out separately; the budget model (in Dutch) can be used for this.
  3. The application must be properly substantiated, with a full account of what specific items the additional funds will be spent on and a declaration by the applicant that it will follow the COVID-19 Protocol for the AV Sector. The Fund expressly asks producers to take account of possible cost-increasing consequences for post-production. The remote post checklist (in Dutch) gives a list of possibilities that may be considered.

From the beginning of the (re)start of production the following are in any event required:

  1. The COVID-19 protocol for the AV Sector must be endorsed by the applicant;
  2. Supervision and safety precautions must take place in accordance with the COVID-19 protocol;
  3. Production (with the exception of the pandemic risk) must be insured; and
  4. For majority Dutch film productions and high-end series a required payment of 0.75% of the total production costs (cost groups 1200 to 5500) must – in the context of the Pandemic Guarantee Scheme – be made into the special-purpose reserve.*
  5. For minority (co-)productions a required payment of 0.75% of the Dutch production costs (cost groups 1200 to 5500) must – in the context of the Pandemic Guarantee Scheme – be made into the special-purpose reserve.*

* The payment into the special-purpose reserve must be entered in the production budget as subsidisable additional costs under insurance costs. The payment must be excluded from the margins.
