Minority co-production feature film and documentary

The Fund supports the realisation of minority co-production feature films, long animated films and documentaries.

A minority co-production must be of exceptional artistic quality in international co-production terms and show evidence for example of substantial creative and technical input by film professionals from the Netherlands.

To qualify for selective support the film production must satisfy a minimum of two of the cultural criteria set out in the General Regulations.

Who can apply

Applications for production support can be submitted on application dates by a production company (a legal entity, not a one-man business or general partnership) that has been based based in the Kingdom of the Netherlands, a member state of the EU or the EEA or Switzerland  for at least two years and that produces and exploits films and other audiovisual productions on a continuous basis.  

The production company will be represented by the Dutch minority co-producer (click here). He/she will have had prime responsibility as a majority producer for the realisation of:

  • a minimum of one feature film with a cinema release in the Netherlands (feature film/long animated film application); or
  • a minimum of one (long) documentary with a cinema release in the Netherlands (documentary application).

Contribution

Feature film and long animated film:

  • Up to €250,000

Documentary:

  • Up to €50,000

The Film Fund’s contribution will be subordinate to the contribution by the foreign national fund and/or the main financier. 

Primary conditions

To qualify for a contribution the film production must be of exceptional artistic quality in international co-production terms and show evidence of substantial creative and technical input by film professionals from the Netherlands.

The application must show:

  • that 50% of the financing from the main producer’s country of establishment has been confirmed;
  • that the total contribution of Dutch funds and market participants in the realisation of the film production comes to at least 10% of total production costs;
  • in a signed declaration how tasks and responsibilities are divided between the foreign majority co-producer and Dutch minority co-producer and how the co-production is defined;
  • that the national cinema release is guaranteed in the country of the majority co-producer by a film distributor or market participants in the local exploitation chain.

Any grant provision is subject to the following conditions and obligations:

  • The applicant must preferably hold the exclusive filming and exploitation rights of the film production for the Benelux countries and, if the rights for Belgium and Luxembourg have already been allocated, at least these rights on Dutch territory.
  • The film production must have a (non-)theatrical release in the Netherlands. For the feature film, long animated film and documentary categories the applicant must submit a written declaration signed by a Dutch film distributor and/or if applicable by a Dutch broadcasting licence-holder and/or a detailed release plan with a view to audience reach and visibility in the Netherlands.
  • Any financial contributions under Eurimages schemes and/or other European financing must be attributed to the applicant pro rata.
  • The financing of a film production must be shown to be fully and unconditionally promised by third parties within 12 months of the decision to award a grant.
  • If you are also going to apply for the Production Incentive, you must use the Netherlands Film Production Incentive budget model for the Dutch spending of the selective application.
  • The applicant will share pro rata in the worldwide proceeds of the film production.
  • The grant amount must be spent entirely in the Netherlands (cast, crew, etc).
